The Moroccan Government Council examined the agreement as part of an institutional process preceding its formal ratification, without constituting an announcement of a new bilateral commitment, according to spokesperson Mustapha Baitas after the meeting.

It was signed in Montreal on September 25, 2025, on the sidelines of the 42nd Assembly of the International Civil Aviation Organization.

It establishes a legal framework for cooperation in international air transport between Rabat and Kigali, covering in particular the principles of service operation, aviation safety and security, as well as technical cooperation between the competent authorities.

During the session, the council also examined draft law No. 67.25 approving the agreement, presented by the Minister of Transport and Logistics, Abdessamad Kayouh, on behalf of the Minister of Foreign Affairs. This step aims to allow the agreement to enter into force after the completion of the required legislative procedures, in accordance with the applicable constitutional provisions.

The signing of the agreement brought together, on the Rwandan side, the Rwandan Ambassador to Canada, Higiro Prosper, and, on the Moroccan side, the Minister of Transport and Logistics, in the presence of the Moroccan ambassador to Canada, Souriya Othmani.

On this occasion, both parties emphasized their commitment to deepening bilateral cooperation in civil aviation, particularly through the coordination of safety and security standards, the exchange of expertise, and joint participation in regional and international bodies in the sector.

The Moroccan authorities present this agreement as part of Rabat’s African aviation strategy, aimed at strengthening the continent’s connectivity and positioning he kingdom as a regional hub linking Africa to globalmarkets.

This strategy relies in particular on the role of Royal Air Maroc, which serves nearly 27 African destinations with approximately 600 weekly flights, according to official figures released by the Ministry of Transport.

Thursday’s discussions focused exclusively on the institutional approval of the agreement, considered an essential condition before its effective implementation.

No substantial changes to the content have been announced at this stage, with the government emphasising theprocedural nature of the ongoing review.
