The African Development Bank Group has approved €200 million in financing for Morocco’s “Cap Compétences 2030” program, aimed at expanding employment opportunities for young people and women through improved vocational training and labor market integration.
The results-based initiative is designed to strengthen the relevance, quality, and diversity of skills development by modernizing training systems, expanding digital learning platforms, and improving links between training institutions and employers.
Cap Compétences 2030 is structured around three main pillars: skills development and strategic partnerships, inclusive training aligned with labor market needs, and digital transformation supported by stronger institutional capacity.
According to the AfDB, the program will also enhance existing training mechanisms while expanding their efficiency and accessibility to a wider population of beneficiaries.
Morocco Country Manager for AfDB, Achraf Tarsim, said the initiative aligns with Morocco’s National Employment Roadmap 2025–2030 and supports the Bank’s broader strategy to harness the continent’s demographic dividend.
“Our shared objective is to harness the demographic dividend to support value creation and promote employment, particularly for young people and women,” Tarsim said.
The program is being implemented in coordination with technical and financial partners to ensure alignment with national policy reforms and development priorities.
The AfDB said the initiative reflects its long-term commitment to human development, employment creation, and social inclusion in Morocco, where it has already mobilized more than €15 billion across key sectors including education, health, infrastructure, energy, and governance.
