Rwanda and Uganda Commanders Hold 7th Proximity Meeting to Boost Border Security and Regional Cooperation

The Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) have convened the seventh Proximity Commanders’ Meeting in Musanze from 18–20 February 2026, aimed at strengthening cross-border security coordination and deepening cooperation between the two countries.

The three-day engagement brings together RDF Infantry Division commanders operating along the Rwanda–Uganda border, led by Major General Ruki Karusisi of the 5th Division and Brigadier General Deo Rusanganwa of the 2nd Division. They are joined by their UPDF counterparts from the 2nd Infantry Division under Major General Paul Muhanguzi.

Senior civil and security officials are also taking part, including Northern Province Governor Maurice Mugabowagahunde, alongside representatives from local government and police institutions.

Discussions are focused on reviewing prevailing security challenges along the common border and evaluating progress since previous meetings. Key priorities include curbing illegal cross-border activities, strengthening peacebuilding efforts, enhancing intelligence and information sharing, and improving joint verification mechanisms to address emerging threats.

Beyond security, the commanders are exploring ways to boost trade and cross-border socio-economic activities, while promoting the industrial and tourism potential of Rwanda’s Northern Province to support stability and shared development.

Rwanda and Uganda share deep historical, political, and economic ties. The two neighbors cooperated closely during regional liberation struggles in the 1980s and 1990s, and their shared border sustains significant trade, labor movement, and family connections.

In recent years, sustained military dialogue and confidence-building engagements have strengthened trust, reinforced cooperation, and promoted lasting peace and prosperity in the region, according to Rwanda Defense Force.
