In 2025, Somalia and Rwanda have reinforced their bilateral relations through diplomacy, defense, and regional cooperation, signaling a growing strategic partnership in the Horn of Africa and Great Lakes region.
Somali President Hassan Sheikh Mohamud visited Rwanda in May, and Somalia appointed a non-resident ambassador to Kigali, reflecting renewed commitment to closer cooperation.
High-level military talks focused on counterterrorism, training, and peacekeeping, while trilateral discussions with Sudan in China explored economic collaboration and regional stability.
The official visit of Abdisalam Abdi Ali, Somalia’s Minister of Foreign Affairs and International Cooperation, to Rwanda on October 27 marked a significant milestone.
Received by Rwanda’s Minister of Foreign Affairs Olivier Nduhungirehe, the visit reaffirmed that relations between the two countries are founded on mutual respect, shared aspirations, and Pan-African solidarity.
During the visit, the ministers highlighted collaboration in political consultations, investment promotion, police, and defense.
They signed a General Cooperation Agreement and agreed to fast-track its implementation through a Joint Permanent Commission (JPC) to oversee existing frameworks and explore new areas of cooperation, including justice, education, agriculture, ICT, and mutual legal assistance.
The ministers also exchanged views on ongoing peace processes in Doha and Washington regarding the conflict in Eastern DRC.
Rwanda commended Somalia’s contributions at the United Nations Security Council, particularly through the A3+ Group, and both countries agreed to enhance coordination in international and multilateral forums to advance shared interests.
This official visit marks a new chapter in Somalia-Rwanda relations, underscoring their commitment to expanding cooperation across political, economic, security, and multilateral spheres, and reinforcing a shared vision for regional stability and development.
